Potrivit unor surse din cele doua ministere, aceste clauze sunt absolut necesare pentru ca, in timpul scurs de la incheierea contractelor de concesionare, s-a modificat cadrul legislativ, aparand o noua lege a pescuitului, 113/2005.

PLANUL. Desi lucrurile par simple si corecte la prima vedere, exista foarte multe voci care sustin ca aceste miscari venite din partea actualei puteri sunt, de fapt, parte dintr-un plan care vizeaza anularea concesiunilor in Delta Dunarii si atribuirea activitatilor de pescuit si recoltare a stufului prin incredintare directa. Totusi, prevederile noii legi a pescuitului nu se pot aplica retroactiv si deci nu afecteaza in nici un fel concesiunile, care sunt de fapt niste contracte comerciale.

SEDINTA. Ieri-dimineata Sulfina Barbu, insotita de secretarul de stat Constantin Popescu si de guvernatorul RBDD, Paul Cononv, impreuna cu alte persoane cu functie din cele doua ministere, au pus-o de-o intalnire cu concesionarii resursei piscicole din Delta. Acestia au primit invitatia cu doua zile inainte de intalnire, desi se afla intr-o perioada extrem de importanta a anului, la cateva zile dupa ce s-a incheiat prohibitia. Concesionarii sau reprezentantii lor au fost prezenti in majoritate la intalnire. Acolo, ministrul Mediului le-a distribuit cate un model de contract aditional si a spus ca intentioneaza sa inceapa de saptamana viitoare negocieri cu fiecare concesionar in parte in vederea semnarii.

In ciuda informatiilor care aratau ca s-au unit intr-o asociatie care sa le reprezinte interesele, concesionarii s-au aratat din nou dezbinati si s-au acuzat unii pe altii, precum si pe reprezentantii ARBDD si ai Institutului de Cercetare-Dezvoltare Delta Dunarii. Totusi, la incheierea discutiilor, majoritatea dintre ei s-au aratat destul de sceptici in ceea ce priveste modificarea contractelor si au spus ca nu vor semna actele aditionale propuse de Ministerul Mediului. Ei sustin ca nu au de ce sa modifice respectivele clauzele, atata timp cat nici o lege nu se poate aplica retroactiv.

Phone Makers Ask for More Research into DNA Damage

Motorola and Sony Ericsson, the world’s No. 3 and 6 mobile phone makers, said they needed further scientific evidence that radio waves harm body cells and damage DNA.

The results of the European Union-funded study, which was made available on a Web site this week by the coordinating German institute Verum, first needed to be published in a scientific magazine, said Sony Ericsson, Japanese- Swedish venture.

"Then, the published results have to be balanced with the total picture of research. There are other studies published that failed to show any link between radio signals and DNA damages," the company said in an e-mailed response to questions.

A Motorola spokesman in Washington said his company was also "awaiting evaluation by the scientific community".

Verum said it was in talks with several magazines and a publication decision was expected within months.

The four-year research project measured a significant increase in single and double-strand DNA breaks in human and animal cells after being exposed to electromagnetic fields that are typical for mobile phones.

The damage could not always be repaired by the cell. DNA carries the genetic material of an organism and its different cells. "There was remaining damage for future generation of cells," project leader Franz Adlkofer told Reuters.

He said the laboratory study did not prove that mobile phones are a risk to health but concluded that more research is needed to see if effects can also be found outside a lab.

PREVIOUS STUDIES

Previous independent studies into the health effects of mobile phone radiation have found it may have some effect on the human body, such as heating up the brain and causing headaches and nausea, but no study that could be independently repeated has proved that radiation had permanent harmful effects.

About 650 million mobile phones are expected to be sold to consumers this year, and over 1.5 billion people around the world use one.

Motorola said two other major research projects were underway, one from the Internationa? Agency for Research on Cancer (IARC), a specialized cancer research agency of the World Health Organisation (WHO), and a separate WHO study.

The first study assesses whether electromagnetic fields from cell phones are a cause of cancer in humans, after IARC found in June 2001 that this was a "possibility". The other study looks into other health effects of radiation.

Results of the studies were expected this year, but are now expected late 2005 at the earliest for IARC, and a year later for the WHO research project.

Sony Ericsson said it sponsors research, but mainly those projects recommended by the WHO.

The so-called Reflex study conducted by 12 research groups in seven European countries was two-thirds funded by the European Union.

Romanii nu se inghesuie sa prinda broaste

Numai ca, se pare, pana in prezent, nici in judetul Tulcea, zona cu un mare potential de valorificare a broastelor, Administatia Rezerva-tiei Biosfera ?Delta Dunarii? nu a eliberat nici o autorizatie de prins broa-ste, anul acesta, precum nici in alte judete nu s-au solicitat si eliberat au-torizatii de pescuit broaste. Explicatii in acest sens nu s-au prea gasit, fie pescuitul broastelor este prea dificil, fie profitul pescarilor si comerciantilor este prea mic pentru munca depusa? Nimeni nu stie. Ce se stie, insa, este ca, in urma cu doi ani, conform unui raport de activitate al Adminis-tratiei Rezervatiei Biosferei ?Delta Dunarii?, au fost autorizate 72 de per-soane fizice si 32 de societati comerciale, in vreme ce anul trecut nu s-au solicitat si eliberat decat sapte astfel de autorizatii de pescuit broaste. De mentionat ca, in cursul anului 2003, s-au pescuit doar 13, 5 tone de broaste dintr-un total alocat de 57, 6 tone, complexul Sonea-Fortuna fiind cea mai cautata zona de catre culegatorii de broaste. Iata ca pescuitul de broaste in Romania nu constituie inca o preocupare de interes pentru pescari, tinand cont ca aceasta activitate le-ar putea aduce profituri destul de consistente in buzunare sau poate ca nu este destul de cunoscuta si valorificata de catre romani.

Pescuitul si vanatoarea, oferte turistice pe piata

In aceasta perioada de timp, atat pe site-urile de promovare a turismului, in ghidurile de turism, pe adresele individuale sau colective ale multor tour operatori ori ale celor care vand pachete turistice sau au pur si simplu oferte individuale gasim atat pescuitul cat si vanatoarea ca domenii de atractie turistica. Chiar si unele pensiuni mici din sectorul agroturistic, pe langa ofertele clasice, includ pescuitul si vanatoarea. In general, pensiunile din Delta Dunarii, dar si unele situate in zonele montane au inclus in programul lor cele doua activitati, in special pescuitul sportiv care se poate practica la aceasta vreme, atat pe raurile si lacurile de ses cat si la munte. Unii intreprinzatori au mers pana acolo incat, in apropierea cabanelor sau a locurilor de cazare si-au dezvoltat mici crescatorii de peste, in special pastravarii, unde turistii pot pescui contracost. Pe timpul verii, vanatoarea este mai putin cautata din cauza faptului ca in aceasta perioada de timp legea permite vanarea la putine specii de animale sau pasari salbatice. ?De obicei, pachetele turistice pentru vanatori se vand mai bine in perioadele de toamna-iarna, atunci cand sezonul de vanatoare este deschis la mai multe specii de vanat. Noi le oferim vanatorilor straini un pachet turistic de 8 zile, din care 4 practic sunt de vanatoare in zonele si la speciile pe care doresc sa le vaneze. In functie de tara de provenienta, vanatorii straini vin sa vaneze diverse specii: italienii sunt pasarari, trag la pasari; nemtii si francezii la vanat mare si asa mai departe. Noi ne promovam ofertele prin brosuri, prin prezenta la targuri, prin colaborarea cu firme specializate din Occident, prin Internet. Norway Oil Drilling To More Than Double

About two-thirds of the exploration activity off Norway will be in the North Sea, and the rest in the Norwegian Sea further north and the Barents Sea in the Arctic, the directorate said.

From 25 to 30 new exploration wells are likely to be drilled from floating platforms and between five and 10 from fixed installations, the directorate said.

The projection is based on information from oil and gas operators, the directorate said.

Norway is the world’s third biggest crude exporter after Saudi Arabia and Russia, pumping about three million barrels per day. It is also Western Eur?pe’s biggest natural gas producer.

A four-month rig workers’ strike that ended in late October postponed some exploration drilling in 2004.

Four of the wells planned for 2005 should have been drilled in autumn this year, the directorate said.

The directorate’s exploration director Bente Nyland said in the statement that high oil prices also contributed to the planned increase in activity.

Companies have not secured drilling rigs for all of the wells planned for 2005, Nyland said.

The biggest Norwegian operator, Statoil, has said that it will double its exploration off Norway in 2005, taking part in 18- 20 wells instead of the eight in 2004.

Statoil said earlier this month that it would participate in drilling 9-11 wells in the North Sea, 7-9 in the Norwegian Sea and three in the Barents Sea.

Oil and gas companies have pinned their hopes for big new discoveries on exploration further north as the North Sea has begun to mature as an oil province.

Statistics Norway said earlier this month that total investment in the Norwegian oil and gas sector is expected to rise to a record high 89.5 billion Norwegian crowns ($14.64 billion) in 2005 from 71.9 billion in 2004.

The statistics agency estimated that investment in exploration off Norway would rise next year to 9.0 billion crowns from 4.0 billion this year.
