Sala Millenium, unde a avut loc manifestarea, a fost neincapatoare pentru cei care au vrut sa cinsteasca numele regretatului Dorel Chereches, fost director al Directiei Silvice Maramures. "Marcam astazi memoria tatalui meu prin aceasta initiativa a Fundatiei, initiativa ce doreste sa fie un punct in renasterea Maramuresului. Tatal meu ar fi fost fericit sa va vada astazi aici. Fundatia a fost creata pentru a duce mai departe proiectele pe care le avea tatal meu pentru acest judet", a spus presedintele Fundatiei, Catalin Chereches. Organizatia neguvernametala care poarta numele unuia dintre cei mai reprezentativi directori de institutie pe care i-a avut Maramuresul isi propune sa dezvolte proiecte si programe prin care sa creasca suprafata ariilor protejate; doreste sa conserve biodiversitatea, sa promoveze turismul ecologic si toate acestea tinand cont de traditiile unice ale Maramuresului.

Presedintele Fundatiei "Dorel Chereches" a mentionat ca in perspectiva integrarii in UE, tara noastra va trebui sa-si mareasca suprafata ariilor protejate. In judetul nostru sunt 35 de astfel de arii protejate, iar suprafata acestora trebuie sa creasca.

"De aceea am initiat acest proiect prin care platoul Oas-Ignis-Gutai va fi declarat arie protejata de interes national si, de ce nu, de parc natural", a mai spus Chereches.

Dezvoltare durabila

Dupa expunerea facuta de fiul regretatului Dorel Chereches au luat cuvantul invitatii la manifestare. Au vorbit prefectul Bondi Gyongyike, consilieri judeteni, directori de institutii, colegi de la Directia Silvica. Primarul Cristian Anghel a vorbit de conceptul de dezvoltare durabila, ceea ce presupune si promovarea unor astfel de proiecte. Anghel a lansat si ideea de parteneriat in realizarea acestui proiect. De altfel, scopul manifestarii a fost si de a aduna in jurul acestui proiect de anvergura pe toti cei care pot sprijini realizarea lui. Din mesajele primite se pare ca acest necesar sprijin va veni de la institutiile judetului, dar si de ONG-uri si chiar persoane fizice. Catalin Chereches a lansat un al doilea proiect al Fundatiei, respectiv un concurs pentru elevi si studenti cu tema "Sat maramuresean, din perspectiva unei strategii durabile".

Dupa expunere, discutiile au continuat in sala de protocol. De undeva de sus, probabil, Dorel Chereches s-a bucurat sa-i vada pe cei care i-au fost prieteni cum incearca sa ajute la realizarea unuia din proiectele lui de suflet.

Pollution from ships among key environmental threats to Caribbean Islands

Fifty thousand ships and 14.5 million tourists visit the region every year.

Other concerns center on the rising tide of household and industrial wastes contaminating the land, underground freshwater supplies and coastal waters. For example, only 13 per cent of the population of Saint Lucia is connected to the sewage system.

Dwindling quantities of freshwater for drinking and agriculture is a worry in many islands. Some countries in the eastern Caribbean, like Antigua and Barbuda, Barbados and Saint Kitts and Nevis, are already officially listed as "water scarce".

Tourism in the form of luxury hotels and golf courses can intensify the problems unless carefully managed. Tourist resorts use on average of five to ten times more water than similar residential areas in the Caribbean.

Climate change may, among its many potential impacts, aggravate water shortages. Experts are predicting that rainfall in the eastern Caribbean will decline by 4 per cent in the coming years unless drastic cuts in greenhouse gas emissions occur.

Global warming is also likely to affect agriculture in the region. Bananas, a key crop, are very thirsty plants and are prone to Black Sigatoka disease under dry conditions.

An estimated 70 per cent of the Caribbean?s population lives in cities, towns and villages located in vulnerable low-lying coastal areas threatened by rising sea levels and increasing frequency and intensity of storms and hurricanes. In 2004, several of the Caribbean small island developing States experienced severe devastation, the loss of thousands of lives and millions of dollars in damages because of intense hurricanes.

Meanwhile, alien invasive species, transported to the region in ships? ballast waters or in imports such as horticultural products, may also threaten the existence of native and often unique plant and animal species found nowhere else on Earth.

The Dominican Republic, with an estimated 186 known alien species, has the highest number of invaders followed by Puerto Rico, 182; the Bahamas, 159; and Jamaica, 102.

Alien species may increase the number of native or endemic species already threatened with extinction as a result of habitat loss, deforestation and the clearance of land for farming and urbanization.

Currently Jamaica has, at 254, the highest number of threatened animal and plant species in the Caribbean followed by Cuba with 225.

These are among the findings from a series of reports released by UNEP on small island developing States around the world.

The reports, an international effort involving scientists and collaborating centers across the world, cover the Caribbean and the Pacific, Atlantic and Indian Ocean and small island developing States.

– com. Colonita ? 3 gunoisti din deseuri complexe
– SA ?Set-Service?- 1 gunoiste din deseuri de constructie
– SRL ?Gelemcom? – 1 gunoiste din deseuri menajere
Au fost intocmite 3 acte de control si 5 procese verbale.

b) Botanica
– au fost lichidate 4 gunoisti de pe strazile: Dacia 73/1,Valea Crucii 10, Causeni 1 si Cetatea Alba, constituite din deseuri complexe.
– au fost depistate gunoisti, care inca nu sunt lichidate pe strazile: Burebista36/2, Minsk 1, Frumusica 10.
In total s-au intocmit 11 procese-verbale.

c) Buiucani
La Pretura sectorului au avut loc sedinte cu agentii economici referitor la evacuarea deseurilor. In rezultatul controalelor s-au depistat gunoisti din deseuri menajere si de constructii pe str: or. Durlesti – Gh. Ureche 10a, Testemiteanu 20, Gribov 5, Chimistilor 11. In or. Chisinau pe str: Alba Iulia 206, 20, Deleanu16, N. Costin 65.
Au fost intocmite 2 acte de control si 1 proces-verbal.

d) Centru
– s-au lichidat 6 gunoisti, 4 din teritoriul primariei Codru din strazile: Potirnichii, Livadarilor, IP ?Vierul?, Cimpului. 2 gunoisti in oras de pe strazile Arborilor si Docuceaev.

Au fost depistate gunoisti in localitatile: Cricova din str. Miorita, Ciorescu din str. Frunze, s. Goieni, com. Gratiesti, com. Stauceni(garaje). In urma indicatiilor, date de inspectori au fost lichidate 2 gunoisti (Cricova, Ciorescu).

In raioanele subordonate agentiei s-au efectuat urmatoarele:

a) Nisporeni
Intocmirea a 4 acte de control in primariile: Valea-Tresteni, Grozesti, Barboeni, Nisporeni. A fost prescris termen de 15 zile pentru lichidarea gunoistilor depistate.

b) Anenii Noi
A fost organizat un seminar cu primarii comunelor, unde l-i s-au dat indicatii de lichidare a gunoistilor neautorizate din teritoriul subordonat in termen de 10 zile.

c) Hincesti
S-au efectuat controale si depistat gunoisti neautorizate in localitatile: Caracui, Poganesti, Ciuciuleni, Lapusna, Ivanovca, Hincesti. Au fost intocmite 12 procese-verbale.

d) Causeni
S-a efectuat controlul a 13 agenti economici privind lichidarea gunoistilor neautorizate in primariile: Causeni, Cainari, Taraclia, Cirnatenii-Noi. Au fost intocmite 4 acte de control si 9 procese-verbale.

e) Straseni
Au fost intocmite 5 procese-verbale persoanelor de raspundere de la Serviciul comunal raional si Directia Apa-canal. In comunele Vorniceni, Lozova s-au intocmit 2 procese-verbale persoanelor fizice.

f) Calarasi
Au fost controlate primariile: Sadova, Hirjauca, Hirova, Tibirica. S-au intocmit 6 procese-verbale privind lichidarea gunoistilor neautorizate.

j) Dubasari
S-au efectuat controale in localitatile Cosnita, Pirita, Ustia, unde persoanele de raspundere au fost avertizate referitor la lichidarea gunoistilor neautorizate in termen de 15 zile.

i) Stefan-Voda
Au fost lichidate : O gunoiste in com. Palanca si o gunoiste in com. Talmaza pe o suprafata de 2 hectare.

In raioanele Orhei, Cimislia, Ialoveni, Ungheni si Criuleni se efectueaza raiduri comune cu colaboratorii Politiei, organelor de medicina preventiva. Se depisteaza si se inregistreaza gunoistile nesanctionate iar autoritatile administratiei publice locale sunt avertizate referitor la lichidarea acestor gunoisti in termeni stabiliti de 10-15 zile cu efectuarea masurilor de prevenire a formarii noilor gunoisti si mentinerea terenurilor in stare salubra.

1. candidatul trebuie sa fie inscris la doctorat (ultima faza a redactarii tezei) sau sa aiba titlul de doctor;
2. se va acorda prioritate candidatilor sub 45 ani;

CONDITII ALE BURSEI:
Programul bursierilor presupune prezenta obligatorie in Bucuresti cel putin o data pe saptamana. In timpul bursei, bursierii vor beneficia de un stagiu de cercetare de o luna intr-unul din marile centre universitare/de cercetare din strainatate. Valoarea bursei este echivalentul in lei a 460 EURO pe durata a 9 luni, plus 2.560 EURO pentru stagiul de
cercetare.

Global warming lead to Great Dying

Was it a sudden extinction triggered by a meteorite?s impact or was it something else? Researchers led by Peter Ward of the University of Washington, who examined the Karoo Basin of South Africa, employing chemical, biological and other types of analysis, say that the mass extinction may have been triggered by a volcanic eruption.

They studied the extinction rate in the sedimentary layers in the basin. The results were those obtained from similar layers in China which were earlier examined for marine extinction that happened in the same time span.

The 1,000-foot-thick exposed

section of sediment showed a gradual extinction over about 10 million years. Then suddenly there was a sharp rise in the extinction rate that remained so for 5 million more years. From this the team has speculated that the extinctions may have been the result of global warming and oxygen deprivation for extende? time.

The team says that Siberia at that time had massive volcanoes that led to global warming while geologic action leading to a drop in global sea levels.

"Once you expose a huge amount of underwater sediment to the atmosphere, two very bad things happen — a huge amount of carbon in the sediments is released and also methane. Once [methane] hits the atmosphere, it’s the most efficient greenhouse gas on the planet," says Ward.

Defrisare in Bucegi

Redactia le-a pus la dispozitie oficialilor fotografii cu zona defrisata. Totodata, li s-a solicitat sa precizeze daca defrisarea din Parcul Natural Bucegi respecta legislatia in vigoare. Responsabili din structurile RNP au promis un raspuns luni. Autoritatile au atras mereu atentia asupra pericolului ce-l reprezinta taierile ilegale de arbori.

Oficialii guvernamentali au sustinut ca, de exemplu, taierile ilegale au contribuit substantial la pagubele produse de inundatii pe Valea Trotusului, unde s-au inregistrat defrisari masive. Fotografia prezinta situatia de la locul defrisarii asa cum se inregistra la sfarsitul saptamanii trecute. (M.P.)

Delta Dunarii a redevenit paradisul braconierilor

Cele 14 societati comerciale care detin in concesionare cele 24 de zone de pescuit din Delta Dunarii au fost instiintate ca prevederile contractelor au fost modificate. Astfel, societatile concesionare au fost scutite de efectuarea investitiilor conform obligatiilor contractuale, dar, in acelasi timp, nu mai au dreptul sa asigure paza suprafetelor concesionate. "In situatia in care in urma analizei modului de derulare a contractului de concesionare se constata indeplinirea cu buna-credinta si in totalitate a obligatiilor de catre concesionar, contractul se poate prelungi
pentru o perioada de inca 5 ani", se precizeaza in notificarea guvernatorului Paul Cononov. Valoarea anuala a investitiilor pe care trebuiau sa le realizeze, cele 14 societati concesionare, conform contractului, se ridica la 100 miliarde de lei, iar redeventa incasata de catre stat a fost de aproximativ 50 miliarde de lei.

Practic, prin neincasarea redeventei, bugetul de stat va fi usurat de cel putin un milion si jumatate de dolari. De ce s-a ajuns la aceasta solutie? Pentru ca reprezentantii actualei puteri sa-i determine pe concesionari sa renunte la contractele incheiate in 2003 cu ARBDD, si astfel activitatea de pescuit sa fie incredintata celor aflati acum pe valul portocaliu al guvernarii.

Mai mult, una dintre prevederile notificarii emise de guvernatorul Paul Cononov da liber la braconaj, deoarece concesionarul trebuie "sa nu impiedice, in zona de valorificare a resurselor
piscicole, accesul pescarilor, persoane fizice si/sau juridice, precum si al organizatiilor de pescari care-si exercita dreptul de pescuit in scop comercial in conformitate cu prevederile legale".

Masura este aberanta, lasand practic cele 58.000 ha ale Deltei Dunarii fara paza, deoarece 15 persoane de la ARBDD impreuna cu cei sapte inspectori piscicoli si trei politisti nu pot face situatiei. Anul trecut, toate efectivele de paza ale statului din Delta Dunarii au confiscat 2.000 de scule ilegale de pescuit, in timp ce angajatii numai unei singure societati au capturat peste 18.000.

Dupa isteria gripei aviare, prin aceste notificari aberante, Sulfina Barbu si Paul Cononov au reusit sa scufunde definitiv Delta Dunarii. In acelasi timp, cei doi au brevetat o noua metoda de pagubire a bugetului de stat prin neincasarea redeventelor de la concesionari, dar in acelasi timp au trimis in somaj cateva mii de oameni deoarece si turismul a fost paralizat.
